Description
Please add additional option to Enable themes while designing only.

Almost all of my applications use custom manifests and I have to build theese applications with Enable runtime themes option disabled. But when this option is disabled Visual Form Designer also have themes disabled.

I would like to have option to enable themes in Visual Form Designer and ability to use custom manifest at the same time.

Instead of Project options this additional option could also be added to Options -> VCL Designer Options.
