Description
The field locale is not situated at a correct place. It is very easy to forget to change it.

I suggest to place it  below the Project/Platforms/Version line above the Area.

This way it will be filled in correctly.
Steps to Reproduce:
Add a report.
Fill in the different zones.
Once you arrive at the Description, you have not changed the locale.
Workarounds
Correct later.

Is this issue about Web browser interface or Windows Native QC Client?

The client version at least. I have stopped using the web version due to numerous issues found.
