Description
When using the notify directive, the class in which it is used can reference the PropertyChanged event.  That is good because it can then attach a listenter for that event. (I use this so that the object can set its IsChanged flag if any property issues the notify event).

But, if I make a descendent of that class, the descendent can't reference the event.  So it can't listen for its OWN changes.

I know that PropertyChanged is an implementation detail of the class, but it forces me to NOT use notify just so that I can make my OWN event public.

So I would officially document that notify not only implements the INotifyPropertyChanged, but implements it with a PUBLIC PropertyChanged event.
