Description
I set tracking by mail but I never get the mails!
Steps to Reproduce:
1. Create a report
2. Save it
3. Open tracking and set track by mail and save it
4. A sysop should open the report an change the state
5. Check you mails: there is no tracking mail

It regards the client not the web!

Tracking is broken for me too. This would be great to have fixed.
