Description
Sometimes debugging an Ant build file fails with:

    BUILD FAILED
    Unable to instantiate listener com.borland.jbuilder.ant.AntDebugListener

This appears to occur only when "Use Borland Java compiler" is unchecked on the build file's Ant properties.

I do not see why using the Borland Java Compiler should be required.  If there is a reason that it is, then an appropriate error message should be displayed, rather than the cryptic one that it currently produces.
Steps to Reproduce:
1) Create an Ant build file.
2) Deselect "Use Borland Java compiler" on the build file's Ant properties.
3) Debug the build file.
